If you want to make sure to always have a floating pop-out window on Zoom (even if you switch to another program), all you have to do is make Zoom full screen. In other words, click the green button on the top left of the application to maximize the screen.
Once it is full screen you can switch to something else (like your browser) and Zoom will show the participants in a small pop-out window.
